    Since 2022, Indiana has made it a priority to support the development of the director support workforce as the population increasingly begins aging in place. Supporting workforce development also includes sustainable examinations of the workforce. However, no workforce capacity measures or benchmarks currently exist in Indiana. This report provides a summary of the research was conducted by the Bowen Center for Health Workforce Research and Policy to identify data and measures which could be used for examining the direct service workforce.

    In late 2020, Indiana’s Family and Social Services Administration (FSSA) launched a multi-prong effort to enhance the provision of long-term services and supports (LTSS). One key component of this work is the development of a person centered and statewide Direct Service Workforce Plan (Plan) to improve the recruitment, training, support, and retention of direct service workers in home and community-based services (a sub-sector of long-term services and supports).
